help for those who can’t climb stairs

One of the things I can’t understand is why some older folks, when remodeling their homes, choose to include so many stairs. One of our relatives, an elderly couple, has redone their house after their children left home.
It’s three stories high now with their bedroom on the top floor. You need to climb 3 flights of stairs to get there.
I really can’t understand the rationale behind that since it’s a well-known fact that as we grow older, it becomes increasingly difficult for us to climb stairs.
